The Touro Bouligny Neighborhood Association is a nonprofit organization that seeks to preserve the character of its central Uptown neighborhood. It also appoints the majority of the board of the Touro Bouligny Security District.
The association defines its boundaries as the roughly 70 blocks between St. Charles Avenue and Magazine Street, between Napoleon Avenue and Louisiana Avenue, an area that includes Touro Infirmary. The association represents approximately 3,000 people in 1,888 homes and more than 100 businesses.
The neighborhood association is governed by a 14-member board of Touro Bouligny property owners and renters. Its president is Summer McKnight. In addition to monitoring property-use issues, the neighborhood sponsors anti-crime activities, neighborhood-improvement contests and an occasional newsletter.

The Touro-Bouligny Security District (TBSD) promotes and encourages security in the area within the following boundaries: Uptown side of Napoleon Ave to and including the uptown side of Louisiana Ave and from the river side of St Charles to and including and river side of Magazine St.
The security district is governed by a nine-member board consisting of the neighborhood association president and four association appointees, plus representatives of the mayor and local city council member, state representative and state senator. The district contracts Metro Security for services including 24-hour security patrols, alarm response, property checks and escorts. TBSD is in the process of installing security cameras in the district.
