The Touro Bouligny Neighborhood Association is a nonprofit organization that seeks to preserve the character of its central Uptown neighborhood. It also appoints the majority of the board of the Touro Bouligny Security District.
The association defines its boundaries as the roughly 70 blocks between St. Charles Avenue and Magazine Street, between Napoleon Avenue and Louisiana Avenue, an area that includes Touro Infirmary. The association represents approximately 3,000 people in 1,888 homes and more than 100 businesses.
The neighborhood association is governed by a 14-member board of Touro Bouligny property owners and renters. Its president is Rella Zapletal. In addition to monitoring property-use issues, the neighborhood sponsors anti-crime activities, neighborhood-improvement contests and a monthly newsletter.
